Toronto considers the Vancouver model

Miller is also very interested in the Vancouver model. That city has attracted international attention for its building approval system, which many observers consider among the best in the world. The process begins with a design review board that examines every proposal in exhaustive detail.

Its 12 members are experts in various fields such as architecture, planning and landscape architecture. Each serves a two-year term.

The board makes its recommendation to the design approval board, whose three members are all senior city staff. Not only are politicians not a part of the process, they aren't even in the room when decisions are being made.
