the one-rat policy

Ever willing to learn the lessons of the Cultural Revolution, Chinese public officials are now using oral rat contraceptives to control Shanghai's massive rodent problem. Apparently, the scheme is failing because Shanghainese rats are legendarily finicky eaters. Interestingly, rat posion has been increasingly linked to the astronomical rise in serial-killing in China since the mid-1990s. Hmmm.
